Safety Starts With Understanding
For families of individuals with autism, developmental disabilities, medical conditions, or communication challenges, an unexpected emergency can be frightening. A traffic stop, accident, medical emergency, or interaction with law enforcement can quickly become overwhelming—especially when a person may have difficulty communicating, responding to questions, or understanding what is happening.
That is why safety awareness matters.
Programs like Blue Envelope, Yellow DOT, and Precious Cargo give families and first responders important tools to help make these situations safer. They provide a way to communicate information when a person may not be able to explain their needs themselves.
💙 Blue Envelope
The Blue Envelope Program is designed to help individuals with autism during interactions with law enforcement during a traffic stop. The envelope can hold a copy of driver’s license, insurance card, registration, and emergency contact information. The Envelope also has reminders on the front for the driver and information for the officer on the back.
The Blue Envelope Program also provides a What to Do During a Traffic Stop tip sheet.
KTG Foundation has been reaching out to law enforcement agencies throughout Tennessee to offer the program to them. KTG Foundation covers all the cost for these packets along with a session with law enforcement about Blue Envelope and autism.
For someone experiencing sensory overload, difficulty communicating, or anxiety during a traffic stop, that little bit of information can make a big difference.
💛 Yellow DOT
The Yellow DOT Program helps first responders quickly find important medical information following a vehicle crash or medical emergency.
Participants keep a completed medical information form, including information such as emergency contacts, medical conditions, medications, allergies, physicians, and hospital preferences, inside a Yellow DOT folder in the vehicle. A Yellow DOT decal on the vehicle alerts first responders that the folder is there.
KTG Foundation is a distribution location for this program.
In an emergency, when every second matters, having this information readily available can help first responders understand who they are helping and what that person may need.
❤️ Precious Cargo
The Precious Cargo Program is a free, voluntary Tennessee program that allows a confidential designation to be added to a vehicle registration when a driver or passenger may need assistance communicating with law enforcement or first responders.
The program can help alert law enforcement that an individual may have an intellectual or developmental disability or another condition that can affect communication or interactions during a traffic stop or welfare check. Tennessee expanded the program in 2024 to allow parents, caregivers, legal guardians, and conservators to request the designation for someone in their care.

Why These Programs Matter
These programs are about more than stickers, envelopes, or information cards. They are about giving people a voice when they may have difficulty speaking for themselves.
A person with autism may not respond to an officer the way someone else would. They may avoid eye contact, become overwhelmed by lights or sounds, repeat questions, have difficulty following multiple instructions, or struggle to explain what is happening. None of these behaviors should automatically be mistaken for being uncooperative.
The more information we can provide before an emergency happens, the better prepared our community can be.
KTG believes safety begins with awareness, and awareness begins with understanding. We want to help families learn about these programs, connect with available resources, and give first responders the information they need to help keep everyone safe.
