KTG Foundation Blue Envelope Program
Improving Communication. Reducing Anxiety. Promoting Safer Interactions.
A traffic stop can be stressful for anyone. For an autistic driver or passenger, however, flashing lights, unexpected changes, unfamiliar instructions, loud sounds, and pressure to respond quickly can create additional challenges. Stress and sensory overload can affect communication, eye contact, body movements, or the ability to process and respond to instructions.
The Blue Envelope Program is a simple but powerful communication and safety tool designed to help law enforcement officers recognize that an individual may communicate or respond differently during an interaction.
The program encourages understanding, patience, and clear communication while helping reduce the possibility that behaviors related to autism are misunderstood.
What Is the Blue Envelope?
The Blue Envelope is designed to hold important information a driver may need during a traffic stop, including:
Driver's license or identification
Vehicle registration
Proof of insurance
Emergency contact information
Other helpful information for law enforcement or first responders
The outside of the envelope provides important communication information and reminders designed to help officers understand that an autistic individual may need additional time, patience, or accommodations during an interaction.
When law enforcement sees the Blue Envelope, it serves as a communication tool that can help officers recognize that the interaction may require a different approach.
The Blue Envelope does not replace the individual's responsibility to follow lawful instructions, and it does not guarantee any specific outcome. Instead, it is a voluntary tool intended to improve understanding and communication.
Why Is the Blue Envelope Program Important?
Autism does not look the same in every person. During a stressful interaction, an autistic individual may:
Have difficulty making eye contact
Need additional time to process information
Become overwhelmed by flashing lights, noise, or unfamiliar surroundings
Communicate differently
Have difficulty answering questions quickly
Display repetitive movements or behaviors
Become anxious or shut down
Have difficulty understanding multiple instructions given at once
React differently to physical proximity, touch, or unexpected changes
Without awareness, these behaviors could potentially be misunderstood. The Blue Envelope Program helps create an opportunity for both the individual and the responding officer to begin the interaction with greater understanding.
The goal is simple: better communication can lead to safer and less stressful interactions for everyone involved.
KTG Foundation's Commitment
The KTG Foundation is working with law enforcement departments and community partners to expand access to the Blue Envelope Program across Tennessee.
The KTG Foundation provides participating departments with:
Blue Envelopes
Blue Envelopes are provided for departments to make available to autistic individuals and families in their communities.
Blue Envelope Program Materials
Departments receive information and materials explaining how the program works and how the envelopes can be used during interactions with law enforcement.
Autism Awareness and Communication Workshop
The KTG Foundation provides a one-hour workshop for participating departments. The workshop is designed to help officers better understand autism, sensory differences, communication challenges, and the purpose of the Blue Envelope Program.
The workshop can help officers recognize that a person may communicate or respond differently during a stressful situation and encourages approaches that can help reduce anxiety and improve communication.
Sensory Bags
The KTG Foundation is also working to provide sensory bags to participating departments.
Sensory bags are designed to provide officers with additional resources that may help during interactions with autistic individuals and others experiencing sensory or communication challenges. These bags can contain items intended to support calming, sensory regulation, and communication.
The sensory bags are another important step toward helping departments become better prepared to respond to the unique needs of individuals in their communities.
Everything provided through the KTG Foundation's Blue Envelope Program — including Blue Envelopes, sensory bags, program materials, and the one-hour workshop — is provided at absolutely no cost to participating departments or to the public.
From Our Community to Yours
The KTG Foundation believes that meaningful community change happens when organizations, law enforcement, families, volunteers, and community members work together.
Our volunteers are an important part of this effort. From helping assemble sensory bags to supporting autism awareness initiatives, community members are helping create practical resources that can make a real difference.
The photos below show participating departments with their Blue Envelopes and sensory bags, as well as the volunteers who help make these resources possible.

Bringing the Program to Your Department
The KTG Foundation is working to make the Blue Envelope Program available to more communities throughout Tennessee.
If your law enforcement department is interested in receiving Blue Envelopes, sensory bags, and a one-hour autism awareness and communication workshop, the KTG Foundation can provide these resources at no cost.
By participating in the program, departments are taking an important step toward increasing autism awareness, improving communication, and creating safer interactions between law enforcement and individuals with autism.
There is no cost to the department. There is no cost to the public.
Together, we can build stronger understanding, safer interactions, and more inclusive communities.
